Correctional HealthCare Consultants, LLC is led by Dr. Lori Roscoe. Dr. Roscoe is an Advanced Practice Registered Nurse, certified through the National Commission on Correctional Health Care as a Certified Correctional Health Professional Registered Nurse (CCHP-RN). This designation not only demonstrates mastery of national standards and the knowledge expected of leaders in this field, but also is reflective of expertise in correctional nursing. She has a Doctor of Nursing Practice degree from the University of Alabama, and a PhD in Healthcare Administration. Dr. Roscoe has a Master of Science degree in Nursing and a Master’s degree in Public Administration with a Healthcare Concentration. Dr. Roscoe began working in Corrections in 1995 as the Health Service Administrator for a female prison in the Northeastern United States. She has worked as an Associate Program Director and as a Regional Administrator on the statewide level. She has correctional business expertise in healthcare operations, policy and procedure development, project management, Continuous Quality Improvement, human resources, staff orientation and development, finance and contract auditing. Dr. Roscoe has worked with staff to achieve successful facility accreditation from both the National Commission on Correctional Health Care and the American Correctional Association. In addition to her work at Correctional HealthCare Consultants, LLC, she is the principal of The Correctional Nurse, LLC and maintains a clinical practice.

Dr. Roscoe is a frequent contributor at national correctional healthcare conferences, including the National Commission on Correctional Health Care. Recent topics about which she has shared her expertise with others in the industry include
Patient Advocacy for the Correctional Nurse, Common Skin Conditions for the Correctional Nurse, and Seizure Disorder for the Correctional Nurse. Dr. Roscoe is honored to be a member of the American Nurses Association workgroup that reviewed and revised the Scope and Standards of Practice for Correctional Nurses that was most recently published in 2013. The third edition was completed in 2019, accepted by the ANA Board of Directors in 2020, and is scheduled to be published in the Summer of 2020. She is a noted subject matter expert and is quoted in the 2013 book The Essentials of Correctional Nursing (Schoenly and Knox).

Dr. Roscoe has reviewed and summarized health records in preparation for litigation. She has reviewed discovery and prepared expert witness reports for cases involving correctional medical malpractice, deliberate indifference and wrongful death. She has been retained by both Defendants and Plaintiffs to help determine if a case had merit. Dr. Roscoe has testified as an expert in correctional nursing, correctional healthcare administration, correctional provider care and custody issues in deposition and in court.

Dr. Roscoe has been an auditor for the Medical Association of Georgia, ensuring that the Georgia Department of Corrections facilities and some Georgia county facilities were compliant with the latest national standards.
