Dr. Lori Roscoe
Correctional HealthCare Consultants is led by Dr. Lori Roscoe. Dr. Roscoe is a Certified Correctional Health Professional through the National Commission on Correctional Health Care. She has a Bachelor’s Degree in Education and a Bachelor’s Degree in Nursing. Dr. Roscoe has a Master’s Degree in Public Administration with a Healthcare Concentration. Her Doctorate Degree is in Health Care Administration. Dr. Roscoe began working in Corrections in 1995 as the Health Service Administrator for a female prison in the Northeastern United States. She has worked as an Associate Program Director and as a Regional Administrator on the statewide level. She has correctional business expertise in Medical Department Operations, Policy and Procedure Development, Project Management, Continuous Quality Improvement, Human Resources, Staff Development, Finance and Contract auditing.
Dr. Roscoe has reviewed and summarized medical records in preparation for litigation. Cases include correctional medical malpractice, wrongful death and product liability. She has been retained by both Defendants and Plaintiffs to determine if a particular case had merit. Dr. Roscoe has functioned as an expert Correctional Nursing and Administration witness.
Dr. Roscoe has authored successful responses to “Requests for Proposals” at both the County and State level. She has worked within the parameters of Consent Decrees, and most recently, led her team to their Consent Decree’s successful resolution less than a year after arriving onsite. Dr. Roscoe has worked with staff to achieve successful facility certification from both the National Commission on Correctional Health Care and the American Correctional Association. She has profitably managed multi-million dollar Correctional Healthcare contracts and has provided Regional and Statewide management oversight for a major Correctional Healthcare Company.
Dr. Roscoe is currently an auditor for the Medical Association of Georgia, ensuring that the Georgia Department of Corrections facilities and some County facilities are compliant with the latest National Standards. She has been retained as an Operations/CQI Consultant at a large Metro Atlanta jail and is an expert witness in three wrongful death lawsuits. Dr. Roscoe has recently authored a successful response to an RFP for medical services at a large County jail for a company new to corrections, and has developed a comprehensive orientation program for their staff.
Dr. Roscoe is the Treasurer of the American Correctional Health Services Association.
